Since 2026, China's export regulatory environment has tightened unprecedentedly. Between April and June, the General Administration of Customs issued three announcements (No. 40, No. 77, and No. 78), adding "prohibited and restricted goods identification codes" and "prohibited and restricted goods declaration elements" to export customs declarations, further clarifying and strengthening the declaration requirements for the controlled attributes of exported goods. Announcements No. 77 and No. 78 both took effect on June 30, 2026.

Meanwhile, export control enforcement has continued to intensify. According to publicly available information from the General Administration of Customs, the number of administrative penalties related to export control nationwide rose from 91 in 2024 to 317 in 2025, and at least 373 have already been announced in the first half of 2026, exceeding the total number for the entire year of 2025. From 2025 to 2026, courts in Shanghai, Shenzhen, and Guangzhou issued concentrated verdicts in multiple cases of smuggling dual-use items, with the main perpetrators receiving sentences of up to 17 years and companies facing fines of up to 8 million yuan. These cases generally involved the simultaneous application of multiple measures, including "double penalties, credit sanctions, and license revocation." General Administration of Customs Announcement No. 78 further tightened export declarations for related items, requiring "self-verification in the remarks column regarding whether the item is under control; inaccurate declarations will result in detention."

What does this mean for bearing export companies?

Bearings, as core components of the machinery industry, are widely used in machine tools, mining machinery, wind power equipment, and rail transportation. Some high-end bearing products and complete sets of equipment containing bearings may fall under the category of export-controlled items. The announcement clarifies that customs will expedite clearance for compliant goods with complete declaration elements, but clearance does not equate to non-control—declaring "not an export-controlled item" and successfully clearing customs does not mean that customs accepts the company's declaration that the goods are not under control. If a company misidentifies the regulatory attributes of its goods, successful export only postpones the risk.
