The revised "Interim Regulations on Express Delivery" (hereinafter referred to as the "Regulations") was officially implemented on June 1. For the first time, a special chapter on "Express Delivery Packaging" was added, filling the institutional gap in express delivery packaging management and providing a strong legal guarantee for the green development of the express delivery industry.

As a major express delivery country, my country's express delivery industry has entered the era of 100 billion pieces. In 2024, the express delivery business volume exceeded 175 billion pieces, a year-on-year increase of 21.5%. The huge scale and rapid growth of express delivery business have brought about a large amount of use and waste of express delivery packaging, and packaging management has also become an important task for the express delivery industry to move towards high-quality development.

2. Total air transport turnover maintained double-digit growth in April.

According to news on May 26, in April, my country's air transport scale grew well, with total transport turnover reaching 12.93 billion ton-kilometers, a year-on-year increase of 13.7%. Among them, international routes performed well, with a year-on-year increase of 26%.

In terms of cargo transportation, the growth rate of domestic air cargo scale increased, 4.5 percentage points higher than that in the first quarter. The scale of international air cargo maintained rapid growth, with a substantial year-on-year increase of 26.3%.

3. Zhengzhou Airport Economic Zone launches the first regular low-altitude logistics test flight

On May 30, the first regular low-altitude logistics test flight activity of Zhengzhou Airport Economic Comprehensive Experimental Zone was officially launched, marking an important step for Zhengzhou Airport Economic Zone in exploring the field of low-altitude economy. The test flight was completed by SF Express Yunnan Branch and Jiangxi Fengyu Shuntu Technology Co., Ltd., using Fengyi Ark 20 drones.

Two routes were opened for this test flight. The drones fully loaded with packages can reach towns directly in just 10 minutes, which is 4 times faster than traditional land transportation, realizing the seamless connection between logistics and low-altitude delivery.

4. The construction of rural express logistics system in underdeveloped counties in Sichuan has received policy support

Recently, the Sichuan Provincial Development and Reform Commission and the Department of Agriculture and Rural Affairs jointly issued the "Work Plan for Promoting the Integrated Development of the First, Second and Third Industries in 9 Key Underdeveloped Counties including Rangtang" (hereinafter referred to as the "Work Plan"). The Sichuan Provincial Postal Administration has become the responsible unit to promote the construction of rural express logistics system.

The "Work Plan" clearly states that large state-owned circulation enterprises are encouraged to sink the supply chain

 in key counties and open up the "last mile" logistics channel for industrial products. County-level mail and express processing centers are encouraged to introduce intelligent facilities and equipment, and postal enterprises are guided to open infrastructure and service networks in an orderly manner, and to build sustainable township outlets and village-level sites by 2027.

5. Guangxi builds a regional international postal express hub for ASEAN

On May 28, the Guangxi Autonomous Region Government held a press conference to introduce the situation of Guangxi building a regional international postal express hub for ASEAN. Since 2024, Guangxi postal express companies have invested more than 800 million yuan in total.

According to reports, postal express companies currently operate multiple Southeast Asian land transport lines in Guangxi, including the China-Vietnam line that can reach Hanoi from Nanning in as fast as 16 hours, the China-Thailand line that can reach Bangkok in as fast as 36 hours, and the Cambodia line that has completed testing this year and is scheduled to be put into use.

6. "Implementation Plan for Standardized Employment in Guangdong Express Industry" issued

On May 26, Guangdong Provincial Postal Administration issued the "Implementation Plan for Standardized Employment in Guangdong Express Industry". The "Implementation Plan" requires that we focus on protecting the basic labor rights and interests of couriers, coordinate development and safety, implement the unified management responsibilities of the provincial headquarters of major brand express companies, ensure the safe and stable operation of the industry, effectively standardize the employment management of the provincial express industry, and promote the construction of harmonious labor relations.
